CPIC Specialist – Capital Planning and Investment Control (Department of State)
The Position:
We are seeking detail-oriented, analytical candidates to serve as CPIC Specialists, ensuring the effective selection, management, and evaluation of IT investments within federal agencies. This role focuses on compliance with the Clinger-Cohen Act of 1996 and OMB Circular A-130 guidelines, emphasizing the coordination of budget data, resource allocation, and reporting processes related to CPIC. The CPIC Specialist will collaborate with various stakeholders to enhance IT investment transparency and ensure adherence to federal requirements. Some of your key responsibilities will include:
CPIC Process Responsibilities:
- Facilitate the CPIC process by analyzing and reporting on IT investments, ensuring they align with agency goals and federal laws.
- Coordinate with stakeholders to prepare and submit annual IT investment reports to OMB as part of the budgeting cycle.
- Develop methodologies and tools to evaluate the risks, benefits, and performance of IT investments and ensure compliance with OMB Circular A-130 and other federal policies guiding CPIC activities.
- Partner with agency Chief Financial Officers (CFOs), Senior Agency Officials for Privacy (SAOPs), budget officers, and OMB representatives to ensure consistency and accuracy in IT budget submissions.
- Build strong working relationships with key internal and external stakeholders to coordinate on CPIC-related activities.
- Maintain a deep understanding of federal IT governance policies, ensuring the agency complies with relevant statutes and directives.
- Develop reports and presentations that summarize IT investment evaluations, risks, and recommendations.
- Submit timely and accurate updates as required by OMB and other oversight entities.
- Ensure adherence to the structured CPIC process mandated by the Clinger-Cohen Act.
- Analyze investment risks and benefits, facilitating agency-level evaluations, and supporting the reporting of IT investments to inform the President’s Budget.
- Provide insights to support strategic decision-making across the agency.

Qualifications:
- Bachelor's degree in Business Administration, Public Policy, Finance, or a related field.
- Active SECRET clearance.
- A minimum of 5 years’ experience with CPIC processes, budgeting, and federal compliance guidelines.
- Familiarity with OMB Circular A-130 and the Clinger-Cohen Act of 1996.
- Strong analytical, communication, and organizational skills.
- Demonstrated ability to work collaboratively with diverse stakeholders.
- Expertise in managing complex data sets and developing actionable insights for decision-making.
- Excellent analytical, problem-solving, and communication skills.
- Ability to manage multiple priorities and deliver results under tight deadlines.
- Strong attention to detail and organizational skills.

Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.
The Fine Print:
- The salary range for this role is $85,000 - $145,000 depending on experience
- Expected travel 0-10%; may increase based on business needs
- This is an exempt, full-time position
- This role is subject to an in-person work schedule in Washington, D.C. with the possibility for hybrid work
- Essential Physical Functions
- Sitting: Particularly for sustained periods of time
- Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
